GRADE: EAS - 26

FLSA DESIGNATION: Exempt

NON-SCHEDULED DAYS: Saturday/Sunday

HOURS: 08:00 A.M. to 05:00 P.M.

Functional Purpose

Directs and implements national medical policies and programs.

DUTIES AND RESPONSIBILITIES

1. Directs the implementation of national medical program policies; ensures policies are followed.

2. Provides functional advice and guidance to all medical employees and contractors; advises senior level managers at area and district offices, and field installations on all medical issues.

3. Establishes and oversees all contract medical services; evaluates clinics, contract nurses and physicians; verifies credentials of medical contractors and reviews the quality of their performance.

4. Maintains a working relationship with representatives of local, state and federal government agencies on all matters related to occupational health programs.

5. Inspects installations and reviews working conditions to identify health hazards, including hazardous materials, communicable diseases, and environmental health hazards, ensuring that national policies are followed. Participates in accident review boards.

6. Assists National Preparedness, Human Resources, Law Department, Inspection Service, and other functional areas in resolving issues related to medical programs and policies.

7. Provides expert testimony in hearings and arbitrations.

8. Ensures medical records are properly maintained for all employees within an area of responsibility.

REQUIREMENTS

1. Possession of a license to practice medicine in one of the states or territories of the United States or in the District of Columbia.

2. Knowledge of federal laws and regulations related to employee and workplace health and safety issues (e.g., FECA, ADA, FMLA, and DOT regulations).

3. Ability to maintain effective working relationships with and provide health and safety policy and program guidance to management, Human Resources staff, and contract medical personnel.

4. Ability to communicate, orally and in writing, to represent the Postal Service in injury compensation cases, accident review boards, ergonomic worksite evaluations, crisis management, and to provide expert testimony in hearings and arbitration.

5. Ability to review and assess physical examination reports and documentation.

6. Ability to oversee the maintenance and control of medical records within an assigned area.

7. Ability to oversee and supervise contracted medical services, physicians, and nurses.

8. Ability to design and implement programs and educational activities related to employee and workplace health and safety issues.

Qualified applicants must successfully pass a pre-employment drug screening to meet the U.S. Postal Service's requirement to be drug free.
